Rosgeo plans to present the public an adjusted project on the Baikal pulp and paper mill’s (BTsBK) waste disposal in May this year. Artem Poltavsky, the parent company’s Director of the Environmental Projects Department, informed the reporters of the above on Thursday.
VEB Engineering, the unit of Vneshekonombank, developed the BTsBK’s project of waste elimination in 2013. The project was approved by the inspection but later it was found out that there had been black liquor at the treatment facilities, which resulted in their stand-down. Besides, it was found out that the monolith was not formed from the waste. Therefore, the project had to be adjusted and a new waste disposal technology had to be found. Rosgeo was assigned as an elimination operator to do this task by the RF government in 2017.
"We have planned to hold a scientific and technical Council in March. We intend to announce public hearings at the end of March and hold them approximately in May. And before that, we have to submit the project for approval in May," said Poltavsky.
He noted that Rosgeo was engaged in the project adjustment together with VEB Engineering, with which it signed a contract for 195 million rubles. The parent company’s specialists have studied about 20 proposals for waste disposal. Based upon test results of their own developments and these proposals, the techniques that will eventually be used at the site, are being developed. Rosgeo intends to dehydrate waste, neutralize sludge and turn it into a safe soil. The operator has not decided yet how to dispose black liquor.
Poltavsky specified that the project is adjusted at the expense of Rosgeo’s own funds. The money provided by the state contract for disposal has not been used yet. The advance received in the amount of 287 million rubles is on a special account. The rest of the money remains in the RF budget.
It was reported earlier that about 6.5 million tons of sludge-lignin, a toxic substance that is released from the production of cellulose, are stored in the BTsBK’s sludge storage pits. At the end of 2017, the Ministry of Natural Resources of the Irkutsk Region has signed a contract with Rosgeo for 5.9 billion rubles to eliminate the waste.
