The rating methodology is based on an invoice model, which assumes an assessment of a wide number of quantitative and qualitative verifiable indicators that reflect all key aspects of the procurement department activities: professional experience of the procurement team, level of procurement regulation and automation, procurement efficiency. The weight of these indicators in the overall rating was 65%. Based on the analysis of the information received, there was compiled a list of 50 best purchasing divisions, which received the highest rating numbers in accordance with the factorial rating model.

An additional expert factor (market assessment) was provided to determine the top 5 best procurement management systems, which weight of in the final rating was 35%.
